It seems to me (hah!) that this would be a hardware issue: if your
encoder will translate certain RGB values into illegal NTSC signals, well, it's
hardware....<dribbles off into silence>
Anyway, overmodulation of the color subcarrier will result in color
bleeding and chroma crawl. It ain't pretty, it's NTSC!
